First off, to start, any race of character can be Wiccan.
Wiccan's are witches...they can perform witchcraft. However,
To perform spells, they need materials.
They cannot just cast spells out of anything.
They need to stand within a protective circle to cast magic.
Dopplegangers can be wiccan, but the presence of salt and protective circles means they have to be in their original form to cast magic.
Wiccans believe in the use of white magic only, though witches can become corrupted and become evil.
